You should get a web host then you will have a real website. A “free” site wont get a lot of traffic or participation. It will cost about$40 for everything. That includes your domain name and all the tools you need.
Why not do both? Blog with WordPress, the full version that comes with your host, and add on a forum.You get both of those with the web host.

WordPress.org is good but you will need a domain, and hosting to load it to. I recommend getting a host with cpanel for autoloading your blog with fantastico. In cpanel you will see an option for a phpbb bulletin board setup. Just go to Youtube there a videos on all of this for free they will walk you through it. Good luck
